the answer to your question will depend on one of two things.

1. can you locate a competent shop nearby to do it for you?
2. do you have the necessary tools to do it yourself?

i remember seeing a general schematic (i think it may have been over at nopistons, but it could have been here) that shows where to add the dowels. so if you have the tools and you can do it yourself, then just find that schematic and you should be all set.

if not, then have someone else do it.

do you mind if i ask what your power goals are?

I have all the machines and tools to do it myself so thats why I was considering it.

I'm aiming for 500 atrw. So bit of insurance as it'll cost nothing to do.

I Have Used Mazda, dowels, Mini Dowels And Stud Kits And Find Stud Kits To Work The Best If Done Right. I Still Do All Of The Above. But If You Think Of It This Way A Rotary Engine Trys To Pull Its Self Apart, not Twist Its Self Apart As You May Think.by Milling Big Holes Throgh The Block Makes It Weaker. Some Of Our Fastest Two Rotor Engine Cars Have Nothing At All In Them

I'm now guessing that you can drill out where the tension bolts go and use a bigger bolt (or stud with nut)? help me out. I really would like to know more.

Yep I agree, the stud kit is the way to go. The through bolts are replaced with 12.7mm 4140 chromoly studs. For more info on them check out www.xtremerotaries.com
I have attached a few pics for you to look at.

I believe 12.7 is a 1/2 inch. It certainly not standard metric. I don't believe I need this, but the idea of using a precision bolt and hole that acts like a dowel is interesting.

I'm going to go for an extra 2 dowels. Nothing over the top to weaken the engine.
