Inside is only rough milled, the sleeve will only be about 2mm thick when finished and there is quite alot of aluminum added to the outer contour also so the position of te sleeve is not super important at this stage
Your CAD drawings look amazing though.
Out of curiosity, do you know if there is any programs that allow you to calculate balance of the e-shaft CAD model so you know the exact counterweight specifications before you have them machined?

Why cast one with the sleeve and one without?
Will you be installing a sleeve in the one without? Would you machine it first, then install it?
Rotor housings look good! I think you can use nikasil, a lot of oem engines already do, I know a few people that are using nikasil liners with e85, seems to be fine so far. A high sulphur content fuel is bad for the nikasil, but modern fuels including e85 don't have a high sulphur content, especially not in europe. A lot of manufacturers are currently using an alusil liner, but I think alusil is casted in there, instead of being coated like nikasil, might be worth looking into
