well now that the Carbon Fiber control cluster in complete I am going to making the shift surround next. Now I have a 88 and a 89 shift surround and I have not looked at them closely or not but it didn't seem to me that they were different. Does anyone know if they are?

What does it need to pass inspection?
it needs cats, air pump, the seatbelt motor on driver side, window tint removed, rubber on clutch pedal, and an unidentified oil leak deemed a fire hazard...if there is any one out there that would like to make some extra cash i could use the help getting her together. i just had a new radiator and starter on but the shop that has her specializes in transmissions, not RX 7s. or if anyone could recommend a place that is reliable and reasonable...

Air pump: $15 from me
Seat belt motor: Mazda had a recall on these, take the car in to the dealer and they fix this for FREE
Window tint: be VERY careful who you take the car to for this, because they can screw up your defroster. The only place I know of that I trust for this kind of work is far away, off Shady Grove Road in Gaithersburg/Rockville, called Hot Tint.
Rubber on clutch pedal: Just spray some truck bed liner on it for now. Stuff is awesome! Dont forget to put newspaper down under the pedal while spraying.
Undetermined oil leak: Bring the car by the garage and I'll see what I can do for you.

Oh yeah.. tint remover.. is highly recommended to be taken off the right way in the back.. cuz.. when i got my tint removed the first time i got caught by the police they messed up like 3 of the rear defrosters.. good thing it wasnt the main ones in the center or i would havebeen pissed.. or just got another one from someone else on here.. :-D
The parts car is gone.. so no need to ask me about it any more..
