For dealing with your landlord you might want to talk with the other people that had damage and go in together. That way you know your complaint won't be sent to the bottom and more people will be calling/bugging to get the problem fixed. The landlords insurance should cover your damages.

we're hibernating

My 17,000 BTU garage heater just arrived today now I just have to wire up a 240V for it...

it should be done just in time for winter to be over.

I looked at a few houses with huge garages, a couple with like 100'x50' metal buildings but they all had small kitchens (the wifes requirement)

luckily I have a decent sized shed so I don't have to store lawn/garden stuff in my garage (which is now officially a 2 car sized 1 car garage...)

Some day I will move to a non-emissions county and buy a house with enough property to build a detached garage with a lift and shop space. I'm just not willing to spend half my life commuting to do it now

As stated there isn't a specific mileage restriction.
However I find it amusing when people bring up the mileage restriction. When is the state every going to see it again to record your mileage? There are no safety or emissions tests any more.

I don't know of a cumulative mileage restriction. You can put as many miles on it as you want to my knowledge.

The only thing you cannot do is go more than 250 miles from your place of residence for "pleasure driving."

Four minutes farther South on a pipe stem.

Got a contract on it, home inspection and appraisal this week. If no issues arise we will be in it in April. I'll get to start doing some work on it, then move onto the car hopefully in the late spring.

My google kun fu is weak today, but I recall reading something about some sort of mielage restriction in VA. Also, if memory serves me correct, being emission exempt in VA does not means that the vehicle is exempt from the safety inspection; which is once a year.

I assume thats how the DMV would get you in VA.

I recall reading something about cumulative mileage per year, and it was pretty low. We briefly had our 79 SA with va antique/historic tags, and it was pita. The first thing was that it could not be your only vehicle, basically you had to have a primary vehicle that was not emission exempt in order to get the antique tags, and the e-test exemption.
