High rpms..??

High rpms..??
So I've started my swap up finally and it climbs to 4,000 and more rpms. I turn it off when it gets there cause the motor hasn't run in a while. Do they all do this? New to the game. Any help is appreciated. Thanks!

I still need to set timing and I'll check all vacuum lines. And TPS I haven't touched. Should I set my yellow line and my CAS up again and start there and see if that helps?

if its a stock AFM system car then a vacuum leak usually results in an RPM drop and idle hunt if its bad enough. advanced timing can cause idle to speed up as well but not by more than a few hundred RPMs. a sticking thermowax can also raise the idle but not to 4k by itself without the AWS activated first.
id start with throttle linkage, since it seems the most likely problem.

It's a street ported turbo with emissions removed. I don't have the AFM hooked up either...
