No power governor.

Speed limiter is 180 km/hr (~100 mph) s set on the back of the gauge cluster.

Actually the title didn't say it all, which is why most people assumed you meant speed restricted. If you're going to ask a question, ask a whole question. We're not mind readers.

Despite what you'd think from all the BS floating around, Japanese-market FC's had almost exactly the same engine as US ones. There were detail differences only (mainly emissions), and performance is pretty much the same. How would they be power restricted anyway?

ok my speed limiter must have been removed by the last owner coz i got it up to 200km/h which seems a little strange as it has no mods at all

If you don't have a SCD (speed cut defensor) installed, it's just a matter of removing a screw on the instrument cluster to defeat the stock speed-cut.

on the "jdm" motor that I purchased it had what appear'd to be a stock downpipe (was wrapped in heatshield and only 2") and there was no precats, I have the complete dp with flange and all so I really think they only had one main cat.

That is correct.
The JDM FC's all ran real downpipes - not pre-cats like US-spec 13BT's had; they only had one main cat - the US-spec FC turbos all had 2 cats from the factory.
