okay im measuring and ive found that the measuring plate does not open smoothly it needs some force to open, i am posting s video to show you what i am referring to

Fubar. Doesn't have full range, needs replacing regardless. Probably something snapped inside. Did you get any resistance readings across the pins? It'd probably idle without being able to move fully, but if the rheostat broke inside, it's not going to play. You definitely need a new one, but let's see what the readings are before calling it quits.
You may be doing it wrong... make sure the multi-meter is set to read resistance (ohms) aka... omega sign.... aka upside down horseshoe. And that the resistance setting is somewhere in the 1000k region of ohms, then probe the AFM as instructed per the FSM
If it still reads 0.00 then yea, your AFM is totally screwed and that is absolutely definitely your problem, er, one of your problems.
If the AFM should read absolutely zero across the board for all the probing points that the FSM says (highly highly highly unlikely) that and the fact that your tach suddenly spiked makes me wonder if there is a larger electrical issue here at play.

Ok, what does are the resistance results in the next test?
does e1-fc read nothing or infinity?
Id replace the thing anyways, if the plate wasnt moving freely then it isnt going to give a proper reading to the ECU

I could only speculate about that. Try getting another AFM on there for grins and see if it fires up and stays running. In the meantime, wire in a fuel pump kill switch so you can still start the car when it floods like crazy and start saving money for the next problem....
