CA Reintroduces Bill for ANNUAL Emissions Tests for Vehicles 15-Years & older

If you are in California and you are a car enthusiast this should concern you. The idiots in Sacramento are at it once again. Trying to drive people (no pun intended) out of their older cars, so they can get new/cleaner running cars and more hybrids on the roads. Please feel free to spread the word to other forums. -Vince L.

California Reintroduces Bill to Require ANNUAL Emissions Tests for Vehicles 15-Years Old and Older

Here we go again! Legislation (A.B. 859) has been reintroduced in the California Assembly by Assemblyman Dave Jones (Assemblymember.jones@assembly.ca.gov) to require annual Smog check inspections for vehicles 15-years old and older. The bill would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars. You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 859. The bill has been referred to the Assembly Transportation Committee.

We Urge You to Contact Assemblyman Jones and Members of the Assembly Transportation Committee (List Below) Immediately to Oppose A.B. 859

* A.B. 859 ignores the minimal impact vintage cars have on air quality.

* A.B. 859 could entice vintage car owners into allowing these vehicles to be scrapped.

* A.B. 859 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.

* A.B. 859 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.

* A.B. 859 would increase costs by creating an annual inspection fee for owners of these vehicles.

* A.B. 859 represents another attempt by California legislators and regulators to scapegoat older cars.

Please contact members of the California Assembly Transportation Committee immediately by phone, fax or e-mail to request their opposition to A.B. 859.

Please e-mail a copy of your letter to stevem@sema.org. Thank you for your assistance.

I just had a brilliant idea. All the forum members throw in a dollar and we buy a patch of land in Oregon or Nevada and register our cars through that address.....

It doesn't matter that they pollute more than most of us "legal" rotaries, because they're the ones buying American.

I'll take some time next week to draft a good letter to send to members of the California State Assembly. I own two 1987 Mazdas, and only not passed smog once with one of the cars. Other than that one time, I've passed smog with flying colors. I truly feel that old cars are scapegoated and looked down upon by members of our community who pollute so much more while they encourage me to "go green." Refer to South Park episode "Smug Alert" ( http://www.southparkstudios.com/episodes/103216/ ).

the USA is a driving nation ! everything is designed around the car. why the hell do we have highways, interstate ways? HUH?! why the F&*(! are roads designed to drive pass senic sights? D'UH!! car takes you place, national parks, sporting events, to work. the only REAL way to stop smog is to stop driving... Period
doing that is impossible for this nation and for every nation because it brings everything to a stop. but there are alternative to fuel..

"You need a new EGR valve in order to pass inspection."
'But they don't make EGR valves for my car anymore...'
"Have you heard about our Cash for Junk Cars program?"

Dammit, they take the 30-year exemption away now this BS.

Great points. I would support this program if they reinstated the 30 year exemption, and required 2010 diesels and on to have to pass smog testing as well.

Canada bound. I keep fighting the urge but Cali seems to be pushing me away. I can't express how much this bothers me. This is discrimination against minorities. Where is the NAACP for car people?

Won't this cause poor people to just stop registering their cars? This is about money and they are going strangle every cent out of everyone while they can. Registration might double by the middle of the year, tax is going up a full percent, at some point everyone is going to say "**** it" and leave, thus decreasing the revenue.

^Werd. I really can't stand liberals much myself, but the conservatives have forgotten what used to make them a decent party. Conservatives used to be against "Big Government" but that all changed with the "W". Thanks a lot Bush Jr. Big government does nothing but interfere more with our lives. Now Obama is making things worse and we have the Terminator in Sacramento that isn't offering any good solutions. Raise sales tax during a recession? Brilliant!

You're right about people moving out of state. Keep strangling the residents and there will be less of them.

Its very hard for me to live where I come from. I tend to vote liberal
(but couldn't belive my ******* ears when I heard Mayor Vierretarrdo got back in) , but there are crazy liberals that want to take your **** away, then there are the crazy conservatives that want to tell you what is better for you based on their fairy tales from a bearded guy in the sky. All that Jesus loves you type stuff while scoffing at the poor. Honestly, All I want to see in a government is Police, fire, healthcare, roads, military, and some regulation in the free market.
I'd like to see some god damn compassion from conservatives. I also want government to leave me the **** alone too. And lets see some accountability from corporations and government. Voting for me is not very black and white, I'll vote for who the smarter one is and who might be able to do something. I'm not saying that person is going to do a good job, he'll just do a less shitty job then the other. I didn't vote for the Governor since I was disinterested in the candidates, but I did vote Obama.

^Yep, you are point on man. This could potentially really hurt the parts retailers and independent repair shops. Typical government solution though, don't bother looking at the big picture.
