would hate having to deal with smog every year, that another hundred dollars or whatever, plus the time it takes to swap all the smog stuff back on!
I knew there was going to eventually be a reason to keep that heavy POS pre-cat.

If Assembly Bill 859 fails to pass it it's not that much enviro-skin off their noses. You're CA vehicle registration just doubled in May 2009 anyways. Compare to the one in your glovebox. Arnold cut it in half to get into office. Epic fail.

Thumbs up Update, just received this in e-mail. Cut and paste:

Fellow automobile enthusiasts,

You had contacted me earlier this year regarding your opposition to AB 859, which would have increased the smog check requirements for cars more than 15 years old, adding new costs to collectors, while accomplishing very little in improving our state’s air quality.

I am pleased to inform you yesterday this bill was held on the “suspense file” in the Assembly Appropriations Committee, and is essentially dead for this year. This is truly a victory—but like a bad penny, bad ideas also return over and over again in Sacramento, so we must all continue to be vigilant in protecting our hobby.

In the meantime, I will continue to look out for the interests of automobile enthusiasts as vice-chair of the Assembly Transportation Committee, and I encourage you to contact me with issues of concern as they come up in Sacramento, and I am always open to suggestions on how the state’s laws may be improved to make things easier for automobile collectors, customizers, and racers in California.

Thank you again for taking the time to contact my office,

Kevin Jeffries

Sweet, thanks for the update. Now can someone tell me, is there still a rolling exemption for cars 30 years or older?

Nope, you have to have prehistoric wankle cars like Wackies to be exempt now. I think the Governator froze it at 1976 and earlier.

So I guess this is the right place to ask this question. I am moving to the Sacramento area around August or September. I currently live in Georgia where the emissions laws are....... I don't know if we even have any. Anyway I drive a 3rd gen single turbo with a big streetport. I know I cant drive the car around up there but will I be safe with out of state plates at least until I find a house and can park the car. Or am I screwed.

I believe it depends on the length of your stay here. Is it permanent? If so you'll have to get it registered and smogged here. If not, you could probably get away with the out of state plates for a while. Make sure all your lights work, the front license plate is on, if you have gauges or after market exhaust it gives them cause enough to do an "inspection",not a search (Cuz you need a warrant for that). As I recall they spent a lot of money in an attempt to teach Sac PD about illegal aftermarket parts a few years back. I can tell you first hand it didn't work. They didn't know what anything under the hood of my FD was except for my C.A.R.B legal HKS intake. They didn't notice there was a downpipe, blow off valve, or that my air pump wasn't working. They said I needed to route my air pump inlet to the intake somehow because I had a little breather filter for the air pump. But they let me go with no "fix-it" ticket. Stated the cause they pulled me over for was having aftermarket gauges and exhaust. So good luck and welcome to Cali! haha

So now I am sure that Im screwed. I have the 99 front end with no license plate mount. I have pillar mount guages, and the closest thing I have to emissions control is A/I and a turbo blocking my exhaust path. If I am simply trying to get it to my new place is the law usually pretty understanding? Also where are some sites that could lay out what the rules are for car modifications? I have this fear that Im gonna hit the state line and they are going to pull me over take my car, my license, and all my money. Will the out of state tags make it legit for temporary?

The Rules for modifications are any aftermarket performance parts must have a C.A.R.B (California Air Research Board) sticker which comes with a little number on it. If not they will probably cite you for it. Of course this doesn't apply to things that don't change your emissions such as cat back exhaust systems, intercoolers, aluminum intercooler piping, etc.

They'll tell you to mount that front license plate somewhere if they pull you over for it. But you have a while to fix it and have the ticket signed off and costs a whopping 10 dollars.

They aren't going to take your car, at the worst they'll write you some citations. Just don't be stupid, obey the law and you'll get where you need to go just fine.

Your out-of-sate tags should probably be fine so long as your "legal residence" is still GA - - that is, you still have your GA license & are insured there. CA law is that you need to re-register after you "reside" here, but the dividing line is a little fuzzy.

Front plate on even temp would be a good precaution, just to avoid the chance of a stop, as would driving conservatively.

This is why im waiting for Texas to start the revolution by succeeding from the USA and becoming its own country. You may laugh but they have been threatening to do so for years and with all the BS thats going on I wouldnt be surprised if they go through with it and then im Texas bound! Good thing my work's HQ is in Texas.

Texas can secede all it wants, good riddence. Take the Bush family with you. Of course, secession is an act of treason. And treason is punishable by what again?

All this is well and good EXCEPT for one thing. Removing any of the SMOG stuff is a FEDERAL thing. The only difference between Georgia and California is the regular required smog checks where there is no hiding what's not there. You get pulled over and told to pop your hood, you can still be written up.
