get an ssautochrome manifold, 62-1 turbo with a 1.0ish (whatever is divided) hot side, and an hks standard wastegate and you should be good to go.
mjturboshop.com has the 62 for around $7-800 with the oil feed and return lines (they did when i bought my last one anyway)
$200 manifold
$400 wastegate
you're on your own for the downpipe, but you can build a really decent setup for less than $2k, even with some custom fabrication. cheaper if you can handle used stuff. i spent a little more on mine because i wanted the ball bearing turbo and such, but still not as much as a kit would cost.
if you're unsure about the ssautochrome manifold, my buddy's been using one on a bridgeported t66 fd for the last few months without any problems (other than the bolt holes on the turbo flange not lining up perfectly), and i used one on my bridgepoterd turbo fc right up until it got stolen with the same results. and they're so damn cheap that IF.....IF it blows up or cracks, you can buy another one. hell, you can buy another one anyway and just have it as a spare.
the wastegate i wouldn't skimp on...if it sticks shut, boom.
boom is bad.

boom is bad. lol...
that would be a very good and cheap way to make some good power. i dont see that hitting 500rwhp on a large streetport tho.

eh.... you'd be pushing it on a 62. maybe with a really huge hot side and race gas, buteven that's pushing it.
the 62 is the biggest of the cheap turbos, as far as i know. after that, it seems like there's a pretty good jump. maybe a non-bb gt40? ~900ish or so. that'd probably do the trick.
