should headlights turn on with parking lights?

should headlights turn on with parking lights?

my 1988 RX7 has clear lens in the body that would let the head lights shine through with out being turns out , but they are dark with the parking light setting.
how do I remedy?

You are referring to the "flash to pass" lights (FTP). They are normally off on US cars unless you flash the brights with the headlights retracted. The Japanese spec cars actually have a bulb housing and they illuminate as a running light.
