Stock boost.
More with fuel mods.
Around 8 PSI with an FCD and no other mod. Any more requires an upgraded fuel pump. Around 10 PSI you need larger secondaries and some way to control them.
But the only way to be absolutely sure is to check AFR ratios. Some cars end up leaning out well before 10 PSI. Some are rich all the way to 12.

You will find the FSM in the FAQ sticky. It will familiarize you with the EFI system used on the RX-7.

+2, ....also, that would ring true with just about any small displacement turbo car. t3, 14b, vj12, any of em (i named a slight few of hundreds of different models of stockie snails) will turn into a hairdryer after about 1 bar.

lol sorry i know about the efficiency ranges for turbo thats not my question. my question is how do i build the actual engine for it. are their low compression rotors? if so where do i find them, better seals? etc

it would be better to know your horsepower goals, not boost goals. Same boost will create different power with different turbos, and I think it's been established that you want more than the stock turbo can handle.

Telling us how much power you are looking for and the intended use for the car is a bit critical to receive good advice.
When you get into high boost levels like around 20 PSI, pump gas becomes a bit of a liability. Proper intercooling and some kind of chemical cooling (ie. meth injection) is necessary to maintain reliability.
