Power FC Won't boost past 8psi s5 power fc

Won't boost past 8psi s5 power fc
I have a S5 turboII engine running a AP Engineering Power FC.
When i had it tuned he could not get the boost to go past 8 psi. He suggested replace the boost solenoid. I replaced it with a apexi boost solenoid and then I tried different boost setting to no effect. It still wont boost past 8 psi. Any ideas what the problem is?

I hooked up a manual boost controller inline and the boost when up. The wastegate spring is too weak and is opening early. i found a place the makes an adjustable wastegate actuator for S5 turbos.
