The black part you outlined in your pic is the front iron. The leak wouldn't be coming from there.
Are you able to let us know what type of leak you are experiencing? Air, Oil, Fuel?
If it's from your Lower Inlet Manifold, the only fluid it can leak is fuel.

Wipe it clean with a white paper towel (no water, no cleaner) then take a close look at the paper towel to see what you've got. Fuel smells like fuel, oil feels like oil, and coolant smells like coolant. Try looking under the intake manifold also, in case you're seeing something that started near the primary injectors and leaked down through an improperly sealed lower intake manifold gasket. After you get a sample of the fluid, get the area as clean as possible (especially up high) so you can see where the leak starts.
If it's a fuel leak, don't even turn the engine on. You can run the fuel pump with the engine off to find fuel leaks. I haven't heard an 'RX7 burns to the ground' story lately, but there have been a handful of posts on the forums over the years. Carry a fire extinguisher in your car, if you haven't already got one.
You might have some communication or misunderstanding problems with the builder. Running rich should make soot in the muffler and will turn your sparkplugs black, it shouldn't drip raw fuel outside of the intake manifold. A harness problem or failed injector might dump enough raw fuel to cause a leak, but the engine would run one just one rotor and sound like a helicopter.

You can test for fuel leaks by pressurizing the fuel system. The FSm has the procedure. Typically, you connect the Fuel Pump and ground on the Diagnostics box using a wire or paper clip.
To test for coolant leaks, you use a Coolant System Pressure tester. I've posted about that in the past if you want to search my posts.

Nothing runs through the intake manifold on the FD, FYI, but the Fuel Pulsation Dampener, fuel injectors, oil injectors and some small coolant hoses are on the other side of the LIM on top of the engine and I suppose a leak from any of them could make its way to that area.
Additionally, the OMP and turbo oil and coolant lines are in front of that area and any leaks from there can wind up on the exhaust manifold from the air blowing through the engine bay while driving.
