Street ported set-up safe?

Street ported set-up safe?
Im installing a new street ported motor soon, and Im wondering if running the stock ECU is safe even if im running only like 9-10psi max.
btw my power mods will be:
non-seq mod
intake mod
exhaust
HKS DP
efini y pipe
if the stock ecu is NOT safe then what is the absolute cheapest possible way of making this set up safe/reliable? (I havent bought a electronic boost controller, so keep this in mind)
I dont really want to have to buy a power FC for $900 (after shipping) then have to travel 1000kms to have a good shop tune it for another $400

Theres no point installing a new street ported motor if your not going to have it tuned. and also...in answer to your question.

Im not getting my engine rebuilt.. im paying less for a rebuilt engine WITH 3mm seals and a street port and no core needed then I would for a standard rebuild... so theres no way to do it?
