does the engine have to be pulled to get turbos off

No it doesnt, but its a huge pain in the *** to do without pulling the motor. Though I have done it before.

I've pulled motors so many times it would be faster (takes me 1.5 hours) for me to pull the motor and remove the turbos.

Follow the steps in the Manual. No, you do not have to pull the engine.

No need to pull the motor 2 hour job though. Pull the DP, air pump, y pipe, ic, basically everything on that side of the motor. The turbo's are the easy part its the prep that costs the time. (mark everything) Its like 6 bolts, coolant lines and oil lines. What ever you USE lots of penatration oil. PB blaster if i recall is the stuff to use. Do a search on my handle to see a few pics on the suject

If you need help let me know. I take the drive up there and pull them off for you. It will take me about 1 hour tops if the bolts are not a PITA. I have done this many times.

Oh yeah why dod you need to remove them?
