Overfilling oil?
Can Adding too much oil be a problem? Ever since I did an oil change it’s been idling weird, would fluctuate from 1.5-2 rpm, usually it’s at 2 and just keep brapping but lately it’s been going 1.5 and just be constant and not intermittently. I’m used to the sounds that come in intervals so I got a bit concerned. Dipstick it’s a bit above full and thinking I should drain it today. So can adding too much oil cause this or any other problems?

There’s no risk of foaming like in a piston engine but I think there’s risk of oil getting into the combustion chamber through the filler neck. That’ll cause smoking, fouling plugs, and your cat.
I’d suggest a good sniff of your dipstick. If you smell fuel then it’s possible you don’t have too much oil but a fuel dilution issue. And that can be more damaging.

Okay got it, yeah I have been cold starting a lot since I've been in the process of replacing turbos, manifold and downpipe so I was testing for exhaust leaks and had to cold start a few times and drive less than a mile a couple of times. Thank you, I will change the oil and see from there.

In an non-modified stock set up, if you overfill the oil, it could migrate down the fume bleed off hose from the oil filler neck to the front rotor and from there throughout your intake system.
Oil in your cross over pipe to the intercooler would be evidence of that.
This actually happens often enough and panicked owners will come on the forums wondering why their turbos are smoking.

Not sure what you mean by 1:1 ratio. 1 oz. to 1 Gal, perhaps?
Rough guidance we have up here from our tuner shops is about 500 ml per tank (65 Litres). More perhaps for heavily modified cars, or in race situations.
I will let you do the math.
Petit Racing on their site used to have a guide on how to maintain your rotary for long life.
They likely have a section on pre-mixing.
Regarding oil level: I believe the owners manuals recommend not filling oil above mid-way of the hash marks.
I would guess that your set up now has the filler neck vent tube leading to a catch can (or, heaven forbid, to open air).
Check your catch can for excess oil accumulation.
My filler neck was left open to the air where the tube would attach. Capping it would quickly stall the motor.
I think it likely unlikely that your shop maintained some sort of routing of the vent tube to in front of the turbo.
Like you suggest, the smoke you have at the moment may be some residue from installation.
Obviously you need to keep an eye on it.
