First, you need to worry about the Primary Turbo (this could be a number of different problems). Here is a link to a diagram of a few things to check. Once you fix that one, then worry about the second one (this is assuming you still have the stock twins, given the fact you didn't LIST YOUR MODS). The second turbo depends on boost from the primary to get it going.

Take off all the rubber couplers between the turbos and the throttle elbow. Remove them, turn them inside, out, really look hard for any cracks or slits in them.

Then when you find the leak, replace the coupler, and enjoy 10psi. Well, not necessarily, but usually boost under 7psi is simply a boost leak.

alright ive checked everything that i can i didnt take of the y pipe at all, but i did look at the couplers and everything checked out. the only thing i didnt know how to do was charge the relief valve, the control actuater, and i couldnt get off the primary turbo inlet, it looked fine though no cracks or leaks? i know its a noob questions but, ive done research, and could only come up with similar things but not actually how to. if they arent charged could that result in a loss of 5 psi?

Simple thing, but def. worth the time. Start the engine, make sure the engine's fully warmed up, pop the hood, and using the throttle controller in the engine bay, rev the engine hard, enough to produce boost. Keep your face to the side, and listen/look for a gust of air. You may not hear it over the engine roar if you're in the car, but w/ the hood up, and you standing over the hood, you may see it or even feel it. Very simple, very quick, and a lot of times produces worthwhile results If you see/hear/feel it, keep repeating until you isolate what area it's coming from. If you got it, you're done. If not, at least now you've narrowed it down to one very specific area...

That hose probably goes to the air pump or the ACV pipe between the top intake pipe and the upper intake manifold. It has been a long time since I have had any of that stuff so I may be wrong.

it is normal. Mine was the same way. You have a boost leak or a bad turbo control system. I had the same problem, exactly. 5lbs of boost and no transition. I found it to be in one of three places. The y-pipe coupler, just change it out they are usually fucked up and it will only cost a new one, don't buy the stock one, get a high temp silicone 500 degree 4-ply coupler. Then I found 4 bad solenoids including double throttle control solenoid and a bad Charge Control valve (connects y-pipe to engine). I replaced all in question and fixed it. I now have full boost pattern. The sequential system is the most difficult and elaborate thing I have ever dealt with (makes cpu programming look easy). Once you figure it out, you can do anything, the final frontier. Let me know if you want to know any specifics, testing solenoids, etc. Figures two people have the same problem after I fixed mine and before I couldn't find anyone with info on this exact problem.
