injectors not firing

ok, so just finished up a rebuild...
and i belive my primary injectors are not firing on startup.
soo i need to know where to start, fuel pumps runnin, car starts with starting fluid but runs out of fuel soon as the fluid is disapated. will the fuel thermosensor being bad or the cas's bad cause injectors not to fire? not getting codes on either. what i need to know is what is linked to the injector fireing starting pulse. any info would be greatly appreciated.
i have codes for all the emmisions stuff i removed as to be expected, cali car if that helps. is one of these cause it to not pulse the injectors?
thx in advance, mods are below.

streetport, full non-seq, full emmisions removal, ported lim and uim, thermowax and double throttle removed. act prolite, act hd pp.

fuel lines

hmm, for some dumb reason i didnt think of that. one is feed, one's return, and one's charcol for surge correct?.. i remember switchin the return with the charcoal and had fuel pour out of the canister, was a memorable moment.. does the inline go to the primarys first? or the the upper rail on the uim?
thx.
