i've never seen them pop up half way on stock FDs, but you can buy the "knightsport" light conversion (and i think its knightsport) that makes the light pop up half way kinda. Look around, im sure you will find it

there is a red circular thingy right behind each light that you can turn manually to get them up or down. They are connected to what look like 2 black tubes. The red circlular thing you can turn on the top. If you look directly behind the lights you should see it. BTW, I think it looks tight as hell, I've had it like that on mine for a few weeks.

There is a disc that turns inside the housing on the side that has contact points on it to control the operation of the motor. When you turn the lights on (or hit the "lights up" button on the dash) the shaft spins until a certain point on the contact disc is reached. One way to control the height would be to modify the contact plate, but that seems like it would be tricky to do without chewing up the contacts.
Another option might be to shorten the lever that connects to the control shaft. This would probably be easier to do than modifying the contact disc.
You could disconnect the wires to the motor and turn the red ****, but that just leaves the headlight in one position with no control. If you leave the wires connected, the headlight will immediately move itself to the right position. Be careful not to chop your fingers off if you move the headlight with the **** and then plug the wires in or reconnect the battery.

you just make the head lights pop up by the button in side on the left hand side of the console (the one where the lights dont come on but the head lights pop up), then go to the front of the car and pull the retractor fues and push the button in side to make the lights go down, since the fues is pulled already, they will not go down, go back to the front of the car and tap the fues in to place really quickly, each time you do, the headlights will go down a little bit.
Have fun
P.S. This is a trick I learned from a guy that when to japan, and said its an old japanese drifter trick.
BTW: He also has a 93 fd with only 20k original miles, when he got it last year it only had 15k What a sweet *** car!

The best way, if you want to do this, is first find the headlight retractor fuse (located in the box by the battery). Cut the black wire running to it and hook up a momentary type switch between the cut wires. Run the switch back into the cabin and you can adjust the height of your headlights by tapping that button. If you wanna make them go up a little, push in the headlight pop-up button and tap the switch you just rigged up until you get the height you want. If you went too high, push the headlight pop-up button and tap the switch until it goes down to the height you want.
The only pain in the *** about this is when you want to turn your lights on, you need to press two buttons (the pop-up button and the switch you just hooked up) and then turn the lights on.
