I've never heard a 3" exhaust (without a cat) that doesn't do it occasionally

According to Steve Kan, there's no way to avoid it with the PFC. There are not many people with more experience tuning FD PFC setups than him, so you'll probably have to live with it. I've gotten used to it. If you lift your foot off quickly it will help prevent it. Cruising with you foot barely on the pedal will cause more popping. If you figure out a solution, please share it.

so supposing ur running a little rich....with stock cats, will you still get backfiring?

You'll still get it, but with both stock cats the backfiring will be very muffled and won't alarm you or others around your car.

how do you keep it from running rich
i have stock everything but a catback exhaust...newly reman engine....newer ecu....everything....

If it recently started then definately check for exhaust leaks. I just tore my entire exhaust up and re-installed now I have absolutely no popping except if I hit fuel cut (then I shoot a flame when it pops). My exhaust consists of down pipe, high flow cat, and RB dual tip and I have a PFC.
