what do you think of this turbo for power gain

Power gain??? I believe a T3 turbin housinn is way too small for a 13B. You need a T4 turbine housing. Im sure one of the experts will chime in and elaborate.

the turbo is a t3 t4 turbo in a s 5 housing

Too imbalanced. The hotside needs to be quite big for rotary engines to run right with larger air compressors.
