I would suspect that you have a problem with either the PS pump or the rack.
Since you have a TII I think you have vehicle speed sensing PS.
If so, it would seem logical that a broken speedo cable would trick the system into thinking you were always at rest, thus it would always apply maximum PS assist, not go away entirely.
I could be totally wrong about that though.
Even so, presumably you'll be replacing the speedo cable soon which should clear this up.
If the new cable doesn't fix the issue (and I'm guessing it won't) then you'll have to begin troubleshooting the PS system itself.

Mechanic charged me $30 to replace a missing speedo cable. Said it would have been $10 if my speedo cable was merely disconnected. In the latter case it takes you a couple minutes to simply screw it back on. Just replace the speedo cable and then see if the PS is still bad.
How do you know if your speedo cable is still there? Look under your car at the tranny and try to screw it back on. If there's nothing to screw on, just a dangling empty sleeve, then your speedo cable is gone. You could do a forum search to find out how. Involves some acrobatics behind the dash IIRC. Or just pay the $30.

doesn't the FC have speed sensitive Power steering?..I would Assume that the computer would have to read it from Somewhere.and that Place must be the Speedo,.That may explain your PS Problem..Solution would be to get another Speedo cable in or #2: disconnect the Power steering computer(Which I had to Say,But I do NOt Recommend..why hav emore **** Unhooked right?)

No, the PS controller gets a speed signal from the speedo, same as the cruise control and AAS controller. So without a speedo cable the PS controller has no speed info, and this will cause it to revert to minimum assistance.
Fix the speedo cable and the PS will work properly.
