That link actually says that it is "Zero Maintenance - Lifetime Use" It doesn't really make much sense now that I think about it, but that is what the site says.

you can scroll to the bottom and it says right there "replacement filter" so I guess you just take that number to a speed shop and ask them to order if from apexI but the place I saw was selling the filter alone also but I guess I deleted the link now since I didn't think people would want to pay another 50 bucks for the intake. :-p

I took the liberty to go to the RB website and find the components that are used in the True Duals by mazdatrix. Above is a copy/paste version of my excel spreadsheet in which I used to figure out total cost of the components including piping and all that. The only cost that is not in there is the following: Custom bending, welding, exhaust bungs, fittings, pressure tube, rubber line, bolts, nuts and the special coating mazdatrix used on all the pipes that connect the RB components. So basically if you were to try and build the same thing its not really going to come out cheaper unless you can weld and mandrel bend really cheaply. you can see here: http://mazdatrix.com/getprice.asp?pa...16-MZTX-0010RB that the base cost for the RB setup is 1250.00 usd and its more for the HKS muffers.
So your maximum amount of savings is going to be: 205.60 usd if you can somehow find all the stuff for free and know how to weld and have a buddy with a mandrel bender that will spot you for the 4 or so bends you need to make.

I have actually never heard the HKS true duals. I don't think they are very popular. Only one guy that I know of had them. He said they sounded nice. But I would assume RB would be less loud than HKS.
