i don't own a TII, but i would say probably. when you hear that 'pop' sound your car is actually shooting flames out the back. do you get any hesitation or anything when you hear this noise?

The pop is coming from your exhaust (due to excessive fuel) and not your turbo.

Are you talking about when your accelerating or accelerating in the negative direction?

Even if its when your backing off, that is not normal, IMHO, your car isn't tuned right. Do you have an 'open-air' venting BOV?

Even with a straight through exhaust I never had a backfiring problems

theres your culprit. i wouldn't be too concerned. as far as the excessive fuel causing the backfire, it's 'normal' on rotaries. mine does it alot and i'm an N/A

if you're running with just a bored out downpipe you might boost too high, hit fuel cut, and detonate, thus blowing your engine. that would be bad.
