Looks like a pita to pull the steering wheel and dig into this problem. at least I wont have to crawl under the dash, I hope,looks like it's all on top. Bob
Its pretty easy, just remove the cover over the steering column (3 screws and remove
the rubber handle from the headlight stalk). Then its all exposed. Depending on the issue, you
can try soaking the mechanism with a good electronics spray cleaner and move it through its
motions. This sometimes fixes sticky contacts. Not sure you even need to pull the wheel.

We can guess tho:
1. They stick on or don't turn off. - dirty mechanism
2. They don't blink. - maybe flasher
3. They blink too fast. - bulb out or bad ground
4. They don't come on at all. - bad grounds or dirty mechanism
Cleaning the mechanism is a cheap, easy first step for 1 & 4. The others will require
more investigation.

Under the steering wheel is a plastic ring with 2 nipples 180* across from each other. They fit into holes in the backside of the steering wheel. These are what cancels the signal, returning the lever arm to center. If the steering wheel was removed, the nipples often get broken re-installing the wheel. The horn failure could be a broken wire under the steering wheel or a dirty/corroded contact ring.
also a common problem with the horn is the copper contact material gets worn away in one spot causing the horn to not work when the steering wheel is centered, but will work when turned slightly left or right. same goes for the piece that rides on the back side of the wheel. gets worn so to the point that the spring no longer keeps it up against the back side of the wheel. if the wheel has been off before, the wire may not have been connected back up, or worse, broken loose.
