Rebuilt carb issue

I have an issue that has me stumped. Just about to finish up a restoration on a 82 GSL, fully rebuilt engine with perfect compression, all new ignition components so tons of spark, new restored gas tank and brand new fuel pump and filter.

Fuel was pouring out of the carb so I sent it down to National Carburetor for a rebuild. Came back looking brand new, only issue is that the rear rotor is getting virtually no fuel. Floats are set correctly and fuel is visible in both site glasses. Will not idle at all below 2000 RPM

i took the top cover off and all the jets are clean. If I squirt fuel from a bottle, the rear rotor runs. What could they have messed up? I replaced the part on the front primary that they “rigged”. Also the jet is in place on the rear primary, just happened to have it out during that picture

i had one where the carb wasn't metering fuel because the air pump had come apart and lodged the shrapnel in the ACV, so the carb wasn't metering fuel because there was a HUGE vacuum leak that was not eternal. rebuilt the carb twice before i figured it out.

the last car i had, the carb worked fine, but my friend rebuilt it anyways, and afterwards it wouldn't work. i had thought it was the gasket between the throttle body and main body being flipped, as that will do it, but it wasn't. i went through that carb a bunch and everything worked (if you cracked the throttle it ran great), but i was never able to figure it out.

i know it sounds hopeless, and it shouldn't. basically the moral is that if the carb doesn't see a signal from the engine it won't meter fuel
