You mean the nut at the end that holds the spring on the shock or literally the bottom of the shock where it attaches to the suspension?
If it's the nut over the spring you must compress the spring a little to take tension off the nut. The piston rod normally has a flat or hex on the end so you can hold it from turning with one wrench while you remove the nut with another.
If you're talking about the bottom of the shock where it bolts to the suspension you first need to jack the chassis up high enough that the weight is off that corner of the suspension. Then the only weight on the bolt will be the weight of the suspension itself. If you don't jack up the entire end of the car you'll have to disconnect the sway bar too.

While I myself haven't done any suspension work on any RX-7 I know from working on suspension components on other cars that PB Blaster, a good breaker bar with a cheater pipe, some good open and closed end wrenches can pretty much take care of any bolt. But there are some stubborn ones, keep trying.
And obviously take DamonB's advice if the bolt need to be relieved of tension.

Blaster is great stuff, soak it over a few days. If that doesn't work refer to my earlier post. Even with some tension or pressure on them you should be able to turn them in the shock bushing a little. If you can't turn them you won't get them out ever. Resist heating them because rubber is a self fueling fire.

i had the same problem when putting in my setup. I used a shitload of PB blaster, a ratchet and a 2 foot pipe (its the longest i had). I just stood on the pipe and pulled down on my bumper and both sides broke free with relative ease. Its the fronts that took me about 4 hours on each side.
