car will not build boost

car will not build boost

Hello, I started to to drive the car to break in the new Half-bridge motor
I tried after 100 miles now to try to reach positive manifold pressure
and it will not! no matter how hard I press the pedal...When I take off and slam on the gas pedal the motor revs slow and with no boost....I checked for leaks and there is only one area on the outlet of the intercooler where a clamp is tightened up all the way but still kinda loost as if the clamp is a bit to big...but even still it should build "some" boost cause the hose is still perfectly attached.... It drives perfect in N/A mode when driving half-way on the gas pedal. starts right up with no issues

theres only a few things I suspect..

1)secondaries are not coming online, therefore not letting the motor build enough load to build boost....

2)When I lost the motor to a bearing failure the turbo got damaged
even tho it spins freely (there is some slight play)

3)car needs tuning (but the car was being tuned when the bearings gave out)
so it built boost back then why not now?

any ideas how to test or narrow down the possibilities?

Ok I set the revstage to less then 1PSI and the secondaries do come on
I sprayed water around the intake and the intercooler sections and no leaks
Must be the turbo.
