400 whp @ 12 psi with stock engine. What do I need?
Could someone tell me what turbo I need to run 400 whp with only 12 psi boost on a stock engine? Is it possible?

I seriously don't think that is possible. I think Ernie T pulled around 380 RWHP @12psi and that is with a street ported engine. Also, 12psi is really not a lot of boost for a single turbo.

Goto the australian forum (on this site) and you'll see streeter selling his setup for $1500 (that's oz dollars). This setup got over 350rwhp out of a stock 13Bt (except obviously extra injectors etc)...

How about a T04 62-1?
I think (although I could well be wrong ) that you could probably make about 350 rwhp with a T04 62-1 P trim compressor and maybe a 1.15 A/R housing at 10-12lbs of boost, but that would probably have quite a bit of lag.

Yes, I wanted to keep the boost low as possible since I want to road race the car...
If road race means track racing, I would recommend the sequential setup with the mods listed below.
If road race means street racing, I would say a small single.
I would recommend these modifications: intake, full exhaust, pulleys, BOV, Greddy elbow, intercooler, upgraded clutch, lightened flywheel, upgraded fuel pump and regulator, upgraded ignition, upgraded radiator, computer and 1200cc secondaries. I think I got everything
Either way you go, you are going to have to run 16-17 psi for 400 rwhp. Without NOS assistance, less boost than this will be less HP.
With this on sequential setup and proper tuning, you should be able to see 350-375 rwhp.
With this setup on a small single, you should be able to see upwards to 400 rwhp.
