Power FC Will PFC deliver true 100% injector duty?

Will PFC deliver true 100% injector duty?
I understand that due to injector dead time/latency flow is only controllable up to about 85% of rated flow which will correlate to the point the injector outputs are active for almost a complete crank revolution and the ecu will be reading ~99% DC.
If I command more than available open time will the ecu hold the injector outputs open continuously across multiple engine cycles? I understand this is not ideal and would result in something like a 10-15% fluctuation in AFR when it occurs (assuming fuel pressure is maitained) but I will be running a lot of water at this point anyway. I would not be too concerned about running up towards 0.8 lambda for brief pulls on the street or even quarter mile (if the ecu clips output time so there is a close/injector movement event but I think i will be doing a shake down single turbo/water injection tune for a half mile event and may not get time to pull the motor for rebuild/injector upgrade beforehand. I'm pretty sure the nozzle combo i have will keep temps down with the limited air supply from the turbo anyway but just thought I would ask.
