Is there a way to program the power fc, when it's not in the car?

Sure. You would need to supply power and ground to the ECU. At that point you can use the hand controller or a PC based interface.

Correct. We use an adapter that is just connectors 1 & 4 with the two 12v and four grounds. This allows us to bench test and load maps on to PFCs without installation into a car.
