PFC not turning on fans when coolant temp is reached

PFC not turning on fans when coolant temp is reached

Didn't get much traction in the General 3rd Gen Forum so cross posting here hoping someone can help

Short version: OEM relay wiring is correct based on manually grounding each relay and getting expected behavior. Pin 3D is showing voltage when back pinned. The PFC however isn't pulling 3D to ground. If I ground 3D manually at Pin 3D, it works.

Did you check the wiring back to the PFC? No breaks or anything?

I'd be lying if I said my harness wasn't a complete **** show from the previous owner but I've fixed every cut wire and re-did any suspect connections. I validated continuity from the pins on the ECU to the harness and when I backpin pin 3D to ground at the ECU, it works do I know the connection is good.
