I had this exact same problem craxyd!!

The problem I experienced was a fusible link. There is a fusible link that is between the ignition switch, and the relay under the dash that sends power to the fuel pump. Here's what i did to determine the problem....after I needlessly put in a new fuel pump:

1.) Check the ignition, to make sure there is power once the key is in then position
2.) Check the relay. If you are sitting in the drivers seat it on the right side of the steering column under the dash.
3.) the solution I used was splicing this wire, circumventing the burned out fusible links and attaching a wire of similar gauge directly to the relay

It's also a good idea to put in a fuse in this new line, no telling why it blew the first time....

yes thats how i checked it and i rechecked it again to make sur my harness has @ the top the black with white stripe wire then below it is also a black wire with a white stripe wire below that it has 2 blue wires on the other side @ top across from the black wire with white stripe it has 1 brown next slot empty then below that is 2 solid black wires blue wire does have power when i use the jumper or i open the flap of the afm with key to on and with key to start

 

First pic in post #6 is of the relay. If the Blue wire has voltage under the conditions you stated then the pump should be receiving power. If it is not it is because the Blue wire which comes from the relay is part of the Front harness and this harness mates w/the Rear harness which then runs to the back of the car where it plugs into the pump pigtail.

You should remove the fuel hose leading from the fuel filter to the engine and place the hose in a jug and prove whether the pump works or not under both start and key to on w/the check connector jumpered.

ok i checked again & with key to start with the 'jumper'connected & then again with out the 'jumper connected useing the afm opened i have a reading of 5.5 to 6 volts to my blue wire its running 12 to the b/w wire....... without 'jumper' or the afm opened i have no voltage as you said one of the 1st things i did was to disconnect the fuel line from the fuel filter while 'jumping' the yellow plug just to see if it would pump fuel & it did pump fuel

 

W/key to start you do not jumper anything nor do you open any door for it's just plain turn the key to start when measuring the relevant wires in the relay (Top row far left B/W wire and the Blue wire).

W/key to on you either open up the flap door and measure for voltage or you measure for voltage w/the check connector jumpered (top row center B/W wire and the Blue wire).

If fuel came out of the hose w/key to on and the check connector jumpered then do the same test but open the AFM door instead of jumpering the check connector and see if fuel still flows. Then also do the same test w/just key to start (again, no jumpering or door opening-just key to start) and see if the pump runs again.

 

lol satch i tried all that againand got fuel just wen evr i jumped or opened afm. tried just turning it ovr without jumper or afm opened & got no fuel i got aggravated & pushd it out of my garage & the same time this young kid has a 87 drove by & stoped 2 c if i wantd 2 sell it & on a whim we took off his relay undr the dash & put it on mine & she fired right up! i just want 2 thank you 4 having the patience 2 try 2 xplain evrythng u have 2 me im very grateful i was so tired of messing with it but again i want 2 thank you 4 havn 2 try 2 xplain all this to a idiot lol if i cld pay u i wld n a heart beat thnx again!

Sounds great it helps me out I opened my relay cleaned contacts they was black with build up from contact like the power window switches well yeah cleaned up and boom started contacting again thanx

 

i'd say he gave up being as he's not been here since this thread was started. maybe start ur own thread?
