horn and sensor problems

ok, I just got my '86 FC in and it has a few problems. two of the major problems i think are electrical but, I don't know. When I got it, the horn was not working, come to find out, it was unpluged. when I pluged it in, the horn would not shut off. the other problem I think is with the Tachometer. when I am moving, there is a constant and steady beep coming from something. A few of the warning lights turn on and off but, that is like the washer and brake lights, and the washer fluid is filled and the brake is not engaged. the reason I think it is the Tachometer is because it never moves, like it is not pluged in.(it came with an after market gauge cluster)

I have brought these problems to a few local mechanics and no one can seem to figure it out.

can anyone help me?

Your local mechanics are very, very stupid.

Horn problem is the CPU. Resolder it.

The warning buzzer is going to be either low coolant or low oil. Check the levels, test the senders as per the FSM, check the wiring.

No idea about the tach. If it's aftermarket, download the manual from the manufacturers website and then check the wiring.

I was told at the local mazda dealership that it might be the horn pads

Yep Aaron is right... your mechanics are idiots.

And the horn is probably either a bad CPU (body computer) or a stuck horn switch (steering wheel- is there an aftermarket steering wheel installed?).

As far as the sound... is it a beep or a Buzz? If it is beeping it is probably the steering wheel again and a mis-aligned aftermarket steering wheel or other steering related issues.

If it is a constant BUZZER, you probably have low fluid in the radiator (not the overflow tank) or low oil.

Well does the beep/buzz only happen when you're maxing out each gear? I know you can't tell what RPM you're at, but you'd be at ~35 mph in 1st, ~60 mph in 2nd, ~90 mph in 3rd. Exact speeds will depend on your transmission and rear end. If it does, then that's the redline buzzer at ~6800rpm.

think like a truck backing up, and it only happens when the car is moving. If it is stopped and in gear/neutral, it's fine but, as soon as it begins to move again, it starts up again.

Probably the power steering computer telling you there is a problem with the system. The number of beeps before pausing will indicate the problem.
1-beep, pause, repeat - Abnormality of vehicle speed sensor signal, including a disconnected speedometer or speedometer cable. In case broken wires or short circuits occur to sensors or harnesses, the buzzer sounds 60-seconds after the engine speed signal of 2200 rpm continues for 18-seconds.
2-beeps, pause, repeat - in case abnormality of engine speed signal:
The buzzer sounds twice and repeats when the vehicle speed signal is missing input and/or no engine speed signal is found (short circuit, broken wire, etc.)
3-beeps, pause, repeat - in case abnormality of stepping motor signal:
The buzzer sounds when there are broken wires or short circuits in coils or harnesses.
4-beeps, pause, repeat - in case abnormality of the power steering microcomputer:
The buzzer sounds 4 and repeats when there are circuit troubles other than with the micro computer.
5-beeps, pause, repeat - in case abnormality of steering sensor signal: Steering sensor is mis-aligned or failed or steering wheel has been improperly installed.
So in your case it sounds like your speedo cable is disconnected or your speedometer is broken since it would shut off after 18 seconds if it was a broken or shorted wire unless you were on a very early rev of the power steering computer.
