Fd not running with key in on position.

Fd not running with key in on position.
Engine will run when the key is pushed in the start position.
when the key is released to the on position it dies.
Checked fuses, fuel pump and ignition coil all have battery voltage present with key in on position. Haltech is also powered up. Really confused here.
