no prime key on, pumps key start

SC no prime key on, pumps key start
So my NA auto 86 rx7 is not priming with the key in the running position, but when I put the key in the starting position I can see I have fuel flowing. Where do I even begin to look for this problem? I am fairly certain the problem is intermittent. Car is completely factory.

From: tulsa,ok.
It's not supposed to prime w/key to on so it doesn't.

it primes for a second or so when you first turn the key, fuel pump wont run again until the CAS turns
