Bridgeport hard start

hard start after rebuild
extended cranking
occasional exhaust backfire when cranking
Able to start most of the time when throttle slightly opened
When started. Idles at 1,200rpm
afr 12.1 to 13.8 (erratic)
PFC timing reads 15 degrees leading and 17 trailing
white mark on pulley is about 1” to the left of TDC mark
Exhaust smokes bluish/white when running (medium heavy)

tuner uploaded a basemap that works on other FDs I know, with similar setups. Said my car should start and run off that base map.
But it does not. Any advice on what else to check would be appreciated.

Dont currently have an FC-datalogit to see expanded views of the tune.

Also note that the TPS is adjusted within spec.
Lower idle screw was turned all the way in, then 1/4 turn out.
Vacuum reads around 8” Hg
When idling, opening the throttle (even just a little) causes motor to stumble and bog down
Using oem spec 13b-rew leading and trailing spark plugs
