It may not be the paint. Vinyl painting requires an absolutely clean surface or it will not adhere or soak into the vinyl. It would try cleaning it mulitple times. Different dash protectants can really get into the vinyl and that may be why your having problems.

Too many years of Armor all. You will have prep clean it with soap and water and get some Vinyl cleaner. Most people use protectants that are oil based (as most are), so over the years its in the material. I use a product called 303 which you can get at boating and marine stores that is water based and increadiableto protect my surfaces.

well it didnt dry on any part of the panel. i took paint thinner and scrubbed it off. then found some vinyl paint called dupli-color. it actually has the interior of a fd on the can. picked it up at walmart. sprayed it and it dryed in a hr. it looks great. dont know how long it last but as cheap as it is even if i repaint it every yr it will be worth it. it looks good and matches the krylon fusion on the hard plastics.

Thats why they say to first use it in an area that is out of the way, just incase this kind of thing happens.
