still having ignition system wiring issues

it seems as though my distributor (b) and (c) termals are always active ground. are the igniters always supposed to be ground? I thought they were only ground when the distributor is lined up with the igniter in order to only ground coil at the right time? keep in mind that this is in a dunebuggy without the stock wiring harness so if you have helpful diagrams or see anything missing in this one all would be helpful.

so I fallowed this forum to test my igniters and the igniters are ok.

then I tested my coils, both were good resistance and gave a spark.
with the coils and the igniters working but the spark plugs still not sparking there must be something missing or faulty?
condenser and vacuum advanced timing are not hooked up along with there being no ballast resisters, are any of those things a must have to get the engine to run?
if its none of the above at fault then it must be the distributor cap, ignition rotor, or the point type part inside of the distributor?
