Noob with dumb questions

I posted earlier about a noise coming from my engine bay ( or some where ) screeching / metal whistling high pitch.... Everyone says either check for play in the turbo compresion fan or i have boost/ vacuum leak...

Took my stock intake box out and the rubber intake pipping to the first turbo... Put my finger down in there and was barely able to touch the fan... but it spins nicely with no play... pulled my fingers out and they where gunked up with oil/ carbon crap....(first turboed vechile but even i was like i dont think that should be like that... anyway moving on)

I stare at it for awhile and i can see im gonna have to take a lot of **** off to get to the back turbo... or maybe take the downpipe off and go in that way to see if there is play.. storm rolls in and im just in overhang .. so i close it up put itback together.. and go test the boost/ vacuum leak...

i have a cheap looking RE boost gauge plus it reads in CM cubed or whatever instead of PSI... but the boost is all there for the first turbo.. 10psi... but at 3900-4300rpm it spikes down to 8 and goes back to 10psi .. thats just with mild 30-to mph 60 in 3rd gear.... 1st and 2nd gear test result in just a solid 10psi the entire time.. i can't even see the change over from 1st to 2nd turbo in the boost gauge..

PLEASE HELP ME

Is it doing it all the time or is it RPM related? Maybe a bearing going in the alternator, A/C compressor or belt tension idler?

Firstly I'd give it a quick rev while I was under the hood. If you have a stethiscope nows the time to don it (save the noise isn't too loud).

I'd go with either turbo drain blockage or a bad seal. Turbo's shouldn't leak oil on the cold side.
