I could be wrong, but I think the Federal Government might have a problem with you arbitrarily making up VIN numbers.

 

I'm not making up vin numbers. I need one cause the one belonging to the car was misplaced down the line of owners.....

 

How does one "misplace" a vin tag?

No the only way to get a replacement is through the state dmv. You very well may end up cuffed upon arrival though as it is illegal to removed, modify and replace the tag. The car will need all paperwork as well as inspection ect.
