I think it's flooded, help please

my car was at my buddy's house for a few days not being used while i was out of town. it was gonna rain so he decided to move my car into the garage. i came back and was going to take the car home with me and it wouldn't start.it turns over like its going to start but doesn't. all the lights on the dash come on radio head lights all fine. it just wont start after about 5 seconds of cranking multiple times. then after cranking and the key is on the power position, there is a buzzing until i turn the key to the off position. the buzzing seems to come from the UIM.
i looked up some solutions for this problem and alot of members said it might be flooded. the only problem was no one had a final solution that worked. has anyone had this problem? how should i go about fixing it?
