Best way to seal unused nipples

Hi fellows, would like to know what is the best way to seal unused nipples at water neck. Tired of replacing rubber caps, happens at least twice a year. Thanks in advance!!

Weld them, either pull them out and tig weld them or pinch the tips of them, and then use a mig welder. I prefer pulling them and then tig them, it looks cleaner.

If you don't have access to a welder, you could drill and tap them. Taking out the nipple and leaving them open seems ok too. Better than having a rusty nipple showing.
