FL 13B Just Rebuilt Won't Start

So I just rebuilt my 13b turbo 2 engine it was running previously in my other rx-7 fc now I put it in my 88 10th AE turbo 2 and it won't start unless I put oil in the intake once its on it stays on but just smokes quite a bit. My compression is low too did a test with the shrader valve in the compression tester 60 on each rotor. My engine before used to start right up also when I did my rebuild I didn't use 100% new internals and put Apex seals and side seals in different spots.

Engine mods:
Large street ports
7 extra dowel pins machined in the block

What do you think the issue could be???

Low compression resulting from a rebuild. Some will bump up the idle speed for a period of time to help speed up the rebuilding of compression and then return the idle speed to normal levels. If the rebuild was done properly then you'll just have to wait till the seals do their job and compression returns to appropriate levels where starting the car is easy.

I'm hoping that is possible but people have been telling me that it needs to come back out and needs to be rebuilt. Has this ever happened to you?

Hard to tell atm.
A new engine will have low compression until run in fully. If you swapped apex seal positions it will take much longer.Swapping the side seals around is a bad idea as they are all machined individually to suit their own position.
So compression is either low due to not enough run time or seal clearances.
Continue starting and running as you are or pull down and check the side seals.

You think if I start it back up and just keep revving it up high will help build compression? I mean at minimum I should have 85-90 per rotor I only have got 60 I think I should open it back up and put new apex seals, springs, side seals, springs and solid corner seals as long as my housings are okay what should I watch out for when inspecting my rotor housings?
