Took a look at the pics. Seems like a damaged unit to me. When I had my turbo rebuilt, I checked the "before" and "after" status of the turbine, and it was a HUGE difference. I could barely move the turbine from side to side, and it had just under 1mm of play on its axis (like it was supposed to). Not to mention that the fins on the original turbine were almost burned, and slightly cracked in several spots
If you can make the fins touch the housing by hand, imagine what happens when it spins. If the situation is as you are describing it, I doubt that this turbo ever worked properly. Probably it was the damaged unit of someone who bought a new one.....
