zero vaccum crank

my new engine is being shipped from Japan. Meanwhile i was wondering whether i could learn a couple of more things.

1. when i crank.......the needle in my boost gauge doesnt move......zero vaccum. (has vaccum in mmHg)

2. my tach needle doesnt bounce as well. (but i have spark in all my wires).

its a 1998 j-spec all stock except a BOV. plus i dont get any engine error code. (my car doesnt -have a CEL however learned the FEN---680 ohms-------LED-----BAT+ techinique) Poor mans compression test with my hand over the leading plug holes gives me equal strong wooshes.......but doesnt start.......

Secong thing i wanted to know was.......if i keep on cranking the car with F/P and GND jumped........and with the EGI fuse still there........(i did crank 9-12 times like that).......when i take the plugs out........there isnt much fuel on the plugs.......meaning its almost dry (can the injectors not be delivering fuel properly??) also if that is the case why putting in a little aft immediately starts the car and once i hold the pedal to let the atf smoke out......the car idles on its own fine....it doesnt go off......nor does the engine shake......if i push start the car....its almost alive for 2-3 seconds(250rpm) and then dies.......i can understand though that if my wires are working fine the spark will workout the fuel.........but with the F/P and GND jumped will it be able to burn off all the fuel while cranking (car doesnt start).........shouldn't fuel come out of the spark plug holes once i open the plugs and shouldnt the plugs be all wet?? aaaanother thing is that i can feel the car almost starting however after 5-6 sces of cranking can i feel the ecu cutting off the fuel supply to the engine........

Any advice appreciated.

Thanks

This is just a guess, but your engine may be flooded.
