First thing to check is to see if a boost coupler if disconnected.
Any other symptoms?

did you disconnect the boost solonids?
bolted to the UIM 4 vac lines total. do you hear the turbos boosting? How about the IC piping did you check the clamps. car will run great with out them being connected until you need boost

i have not removed y-pipe coupler, so this is not the reason. all 4 vacuum hoses are attached, intercooler pipes are tightened. other symptom is that tue car is not passing KOKO test. charge control actuator is not moving. I can not hear pshhh sound like you do during boost leak. maybe charge control and charge relief valves stay always open, blowing my boost back to intake. tomorrow i will check if they have vacuum or not.

OK i fixed it today. i messed up with vacuum hoses. the hose meant for vacuum chamber check valve was going to pressure chamber and vice versa.
there is another issue. i looked under the car at turbo control actuator. when we turn ignition on, it moves in a little and quickly moves back again (charge control actuator on the other hand is ok).
is this the way it should be? or should it move in completely and stay there untill ignition is on?

I once had 0 psi boost (which is not zero boost by the way- zero boost would read as a substantial vacuum on a boost gauge). It was caused by a blown diaphragm inside the charge control actuator which ended up resulting in boost going out the charge relief. Charge control valve problems can be seen by the rod between the actuator and the valve. Look at it when the car is turned off. Turn the key on and see if it moved. If it didn't move then the CCV or ancillary hoses is likely the culprit. My FD33 became a rocketship after I fixed that!
