I know its normal to get moisture buildup in the filler neck but I dont think it should be this bad, should it? what the hell has caused this?

water condensation, it means your crankcase ventilation is either not setup properly or it isn't working as it should. check your PCV valve and be sure it is not stuck open, if it is a custom setup be sure it is not vented to the atmosphere directly at all times.

is that build up around the sides? looks like it would restrict a lot the oil from reaching the filter.

I'm running Non-seq, I have no PCV valve, the upper oulet on the oil filler neck is sealed and the other runs to the nipple on the air intake tube on the Primary turbo ( as it should)

I have a 1995 and it has no PCV so this is not your problem. I'm up in British Columbia and the temp. might have dropped to just below 0 degrees C but, I drive the car as a daily driver and I have never seen this. From about late October to March the temp. ranges from 10 C to just below zero then starts to climb to above 15 C in April, so we are cold for a while but, not too bad, I'd have to say we are wet, lots of rain/moisture in the air all the time. So there are a couple of people in our local club that see this and they don't drive as often. So just like everyone else is saying, you ok.
