twin problem

i have been on top of my stock twins for a couple of days now and i just cant seem to find what the problem is,all the actuators seem to be good and all the vacumm line seem to be connected,when i drive the car it revs to like 5500rpm then it fall flat on its face the boost guage reads 15psi at the 5k rpm mark so its overboosting bad.i dont ever feel the secondary turbo kicking so whats going on?
i dont wanna go non sequential, i want to find this problem

Did this happen all of a sudden or is it a result of some recent work, part replacement...etc?

today i checked and tested all the actuators and they all work just fine,everything seems to be in order what am i missing??

well i bought the car with the primary turbo leaking oil and it was smoking like a bandit so the car was never runing 100%.i took the turbos out and replaced the primary turbo and fixed the smoking.now that i am able to drive the car with out smoking people to death now i found this new problem.i downloaded that twin turbo troubleshooting write up and checked all hoses and actuators.everything seems to be working but i still get that 5k rpm power drop and boost spike

mods-all i have is an exhaust system (racingbeat) + 3" downpipe and cat and thats it.

If you are overboosting that far on the stock ECU, then you are most likely hitting fuel cut which is why the car falls on its face.

If you still have the main catalytic converter in place, then it seems like you have a wastegate issue. I would troubleshoot the wastegate and pre-control solenoids:

Start there...
All those hoses are connected and tied down with clamps, there is absolutely no leakage between the primary compressor nipples and to the actuators it’s all tied down..... Today I drove the car,as i gave it gas heavy it started to pull,once it got to 5k rpm it dropped like usual,i let off the gas and punched it again and the boost gauge read 8psi this time with massive power loss. At this point the FD had no power and I heard I weird noise coming from the engne, it sort or sounded like a ricocheting bullet/Or some sort of dysfunctional discharge

When the car is parked and I rev it should the primary turbo waste gate actuator move?
I noticed today that when I would floor the pedal when parked the car would boost but the actuator wont move. I decided to check the actuator a second time with a vacuum pump and it moved when I applied about 10psi of pressure.
